Definición del organismo que lo emite, CBP: «ESTA is an automated system that determines the eligibility of visitors to travel to the United States under the Visa Waiver Program (VWP). Authorization via ESTA does not determine whether a traveler is admissible to the United States. U.S. Customs and Border Protection officers determine admissibility upon travelers' arrival». Dos cosas que no es: no es una visa —«An approved travel authorization is not a visa. It does not meet the legal or regulatory requirements to serve in lieu of a United States visa»— y no es un permiso de entrada. Lo que sí es, textual, es permiso para SUBIR AL AVIÓN: «ESTA approval authorizes a traveler to board a carrier for travel to the United States under the VWP».

All applicants requesting an electronic travel authorization are charged US $10.27 for the processing of the application. Authorization Fee. If your application is approved and you receive authorization to travel to the United States under the Visa Waiver Program, an additional US $30.00 will be added to your payment method. This is comprised of the $17 travel promotion fee and the $13 General Fund fee. If your electronic travel authorization is denied, you are only charged for the processing of your application». O sea: aprobado, US$ 40,27; rechazado, US$ 10,27 y no te devuelven nada. El propio sitio lo confirma: «The fee ... has increased from $40.00 to $40.27» y «CBP systems updates required to collect the new fee amount are scheduled to be effective on January 1, 2026». DISCREPANCIA OFICIAL QUE TE DECLARAMOS: el reglamento, 8 CFR 217.5(h), todavía dice otra cosa —«Through September 30, 2027, the fee for an approved ESTA is $21... In the event the ESTA application is denied, the fee is $4»—. Se paga con MasterCard, Visa, American Express, Discover (JCB, Diners Club) o PayPal, y CBP aclara que «CBP is not responsible for any additional fees that may be charged by your credit/debit card company or PayPal for the transaction».
⏳ Cuánto tarda
NO PUBLICADO como número. CBP no publica un plazo de procesamiento; publica una recomendación de anticipación, y hoy la redacta así: «ESTA applications may be submitted at any time prior to travel, though it is recommended that travelers apply as soon as they begin preparing travel plans or prior to purchasing airline tickets». Antes de comprar los pasajes, dice. El propio sistema agrega «CBP recommends that you apply for ESTA at the time you book your travel». Your travel authorization is under review because an immediate determination could not be made for your application... You will be notified when a determination has been made».
Está en el reglamento, 8 CFR 217.5(d)(1): «A travel authorization issued under ESTA will be valid for a period of two years from the date of issuance, unless the passport of the authorized alien will expire in less than two years, in which case the authorization will be valid until the date of expiration of the passport». AHORA LA PARTE QUE TODOS CONFUNDEN, y que CBP se molestó en aclarar: «Receiving ESTA authorization does not mean you may stay in the U.S. for two years. It only allows you to travel to the U.S. under the terms of the Visa Waiver Program (VWP), which only allows you to stay in the U.S. for 90 days or less». Y sobre volver a entrar seguido: «there should be a reasonable amount of time between visits so that the CBP Officer does not think you are trying to live here. There is no set requirement for how long you must wait between visits». Si el ESTA se te vence estando adentro, no pasa nada para salir: «If your ESTA expires while in the U.S., it will not affect your departure».

Cada viajero necesita el suyo, sin importar la edad: «Even non-ticketed infants are required to have an approved travel authorization».

Vienen de la Visa Waiver Program Improvement and Terrorist Travel Prevention Act of 2015 y las publica el Departamento de Estado con estas palabras: quedan fuera «Nationals of VWP countries who have traveled to or been present in Democratic People's Republic of Korea, Iran, Iraq, Libya, Somalia, Sudan, Syria, or Yemen on or after March 1, 2011»; «Nationals of VWP countries who have traveled to or been present in Cuba on or after January 12, 2021»; y «Nationals of VWP countries who are also nationals of Cuba, Democratic People's Republic of Korea, Iran, Iraq, Sudan, or Syria».
Y si ya te lo habían aprobado, CBP avisa que lo revoca: «If an ESTA has already been approved and it is later determined that the traveler has been present in Cuba or holds dual nationality with both a VWP country and Cuba, the ESTA will be revoked».
3
Tres requisitos publicados por CBP: «The passport must have a machine-readable zone on the biographic page», «The passport must be an electronic passport with a digital chip containing biometric information about the passport owner» y, del Departamento de Estado, «You must have a passport that is valid for at least 6 months after your planned departure from the United States (unless exempted by country-specific agreements)».
El propio CBP tiene una pregunta frecuente titulada «I've been charged more than US $40.27 for ESTA, why?», y la contesta así: «There are a number of third parties that have established websites that charge a fee for submitting your application on your behalf. If you have used one of these third party sites, we strongly suggest you use your application number to confirm with the official U.S. government site to ensure that your ESTA is in our system... CBP cannot refund the money you paid to a third party website».
Ir al sitio oficial de este paso →
Ojo: Fijate en la frase «we have no way of knowing if the information passed through the third party website to us is accurate. If it is not, you may have a problem when you arrive in the U.S.». Y CBP no devuelve esa plata.
5
El grupo tiene reglas concretas: «You can submit a maximum of 50 applications for one payment» y «The persons in the group are not required to travel together».
Y da el truco definitivo: «You may also refer to the machine readable portion of your passport (with the chevrons <<< >>>) for the universal spelling of your name».
El formulario pide «valid email address that will require verification». Recién después de verificarlo el sistema te da el número de solicitud: «After email verification, the system will provide you with an application number. The application number is also sent via email to the email address provided».
Ojo: Anotá el número de solicitud aparte: «Record this application number for your records, however note that your application is still unpaid. To retrieve your application, to check the status, or to update your application, you will be asked to provide your application number, passport number, and date of birth».
8
La lista oficial de lo que se carga: «basic biographic information; information from your VWP eligible passport and other passports; valid email address that will require verification; your current or previous employer; your address and point of contact in the United States; an emergency point of contact; and payment information». Sobre el sexo, CBP aclara: «ESTA does not currently have a sex "X" to choose from on the application. It is suggested that the traveler choose from whichever they feel most comfortable. ESTA will not be denied solely on the sex chosen on the application».
CBP lo explica así: «Your "Country of Issue" is the same as your "Country of Citizenship". For instance, if you are a citizen of the United Kingdom, but are getting your passport from the UK Consulate in Hong Kong, the UK is your country of issue».
9
Si tenés doble ciudadanía, hay reglas específicas y conviene leerlas
Textual: «If you have any additional passports, please enter the most recent passport information, even if that passport is expired. If you are a dual citizen but do not have a passport from another country, select the country from the drop down list and do not enter anything in the Passport Number field». Y sobre con cuál viajar: «If you have dual citizenship and have registered with ESTA, you should use your VWP-eligible passport to board the plane when you leave your country of departure and when you arrive in the U.S. If both your countries of citizenship are VWP-eligible, then we strongly recommend you choose which one you want to claim... One person with two different ESTA authorizations creates confusion that will only delay your travel».
Y si sos ciudadano estadounidense además, no corresponde ESTA: «If you are a citizen of the U.S. and also of a VWP country, you should not be applying for ESTA».
10
Dirección en Estados Unidos y contactos: qué poner si todavía no sabés dónde vas a dormir
No hace falta tener el viaje cerrado: «Specific travel plans are not mandatory at the time of application, but you will need a U.S. point of contact. Although specific travel plans are not required, the address where you will be staying in the United States is recommended to complete the application. If multiple locations are planned, you only need to enter the first address. If a complete address is not known, you can enter the name of the hotel or location you will visit».
«If you are in transit, please select 'yes' to the 'Is your travel to the U.S. occurring in transit to another country?' question in the Travel Information section», y en el campo de dirección se escribe «In Transit».
CBP lo explica sin rodeos: «Pursuant to Section 214b of the Immigration and Nationality Act, all individuals must demonstrate that they are not intending immigrants into the United States and qualify for visitor or non-immigrant status. Employment information can help demonstrate eligibility under this legal requirement».
Ojo: Dejar el campo vacío o poner cualquier cosa no te niega el ESTA automáticamente, pero te manda a revisión manual: «If erroneous information is entered this will not result in a mandatory denial, but may require manual adjudication (therefore additional time) prior to CBP providing a response back to the applicant». Traducido: en vez de minutos, días.
12
«You will also be asked to answer nine security questions». La primera es la de enfermedades y CBP publica la lista cerrada de cuáles cuentan: «Cholera, Diphtheria, Tuberculosis (infectious), Plague, Smallpox, Yellow Fever, Viral Hemorrhagic Fevers, including Ebola, Lassa, Marburg, Crimean-Congo, Severe acute respiratory illnesses capable of transmission to other persons and likely to cause mortality».
If the traveler made a mistake in answering the eligibility questions, please click on the CBP Info Center Link at the bottom of each page».
13
Textual: «DHS added the following optional question to ESTA... 'Please enter information associated with your online presence - Provider/Platform - Social media identifier.' The question is marked as 'optional' on the revised ESTA application. If an applicant does not answer the question or simply does not hold a social media account, the ESTA application can still be submitted without a negative interpretation or inference».
Ir al sitio oficial de este paso →
Ojo: Ojo con lo que sigue: «No ESTA application is guaranteed approval, and an application can be denied for a variety of reasons».
El sistema te da una pantalla de revisión antes de enviar: «In Step 6 of the Individual Application process, you can review your answers for accuracy before selecting "Next" and submitting your application». Y acá está el límite exacto: «Prior to submitting an electronic travel authorization application with the required payment information, you can update all application data fields EXCEPT the passport number, passport issuing country, country of citizenship and date of birth». Una vez aprobado, sólo quedan dos campos editables: «Email address» y «Address in the U.S.».
«If an applicant made a mistake on their passport or biographical information he or she will need to submit a new application. The associated fee will be charged for each new application submitted». Son otros US$ 40,27. También pasa con las fechas de emisión y vencimiento del pasaporte si ya pagaste: «the traveler will need to re-apply... The previous application will be canceled».
15
Y tiene reloj: «You may pay for a single application within 7 days of submitting the application. After that, you will be unable to access the application. If more than 7 days pass after you submit an application and you did not pay the fee, you need to submit a new application». Para grupos, «the group may be paid for any time within 7 days of submitting the second application for that group». Si dejaste el formulario a medias sin enviarlo, el reloj también corre: «If the application is not completed and submitted within 7 days, your application will be deleted».
Las tres, textuales: «Authorization Approved» —podés viajar, aunque «A travel authorization does not guarantee admission to the United States»—; «Travel Not Authorized» —no podés viajar bajo el VWP, pero «This response does not deny entry into the United States. This response only prohibits you from traveling to the United States under the Visa Waiver Program»—; y «Authorization Pending» —está en revisión, «This response does not indicate negative findings»—.
Any discrepancy between information entered to retrieve an application and the information entered in the application itself will result in a "No Application Found" or "Application Expired" message».
CBP es tajante: «If a traveler is denied ESTA authorization and his or her circumstances have not changed, a new application will also be denied. A traveler who is not eligible for ESTA is not eligible for travel under the Visa Waiver Program and should apply for a nonimmigrant visa at a U.S. Embassy or Consulate». Y avisa que los consulados no te van a poder explicar por qué: «Embassies and Consulates are not able to provide details about ESTA denials or resolve the issue that caused the ESTA denial».
Ir al sitio oficial de este paso →
Ojo: La advertencia más seria de todo el trámite: «Reapplying with false information in order to qualify for a travel authorization will make the traveler permanently ineligible for travel to the United States under the Visa Waiver Program».
18
Imprimí el comprobante aunque no sea obligatorio
Textual: «U.S. regulation does NOT require a Visa Waiver Program (VWP) traveler to present a printed copy of the ESTA authorization page in order to travel. However, it is recommended that you print a copy for your records». La aerolínea lo verifica electrónicamente: «DHS will be able to communicate a traveler's ESTA status to the carriers».
Reglamento 8 CFR 217.5(e) y el propio portal: «A new travel authorization is required if: (1) the traveler is issued a new passport; (2) the traveler changes his or her name; (3) the traveler's country of citizenship changes; or (4) the circumstances underlying the traveler's previous responses to any of the ESTA application questions requiring a "yes" or "no" response have changed. The associated fee will be charged for each new application submitted».
Ir al sitio oficial de este paso →
Ojo: Casamiento, divorcio o cualquier cambio legal de nombre entran. CBP tiene incluso un consejo para eso: si el pasaporte todavía tiene el nombre viejo, aplicá con el nombre viejo y declará el nuevo en «Are you known by any other names or aliases?», y llevá la partida de matrimonio o la sentencia de divorcio al aeropuerto.
20
Textual: «If your ESTA has expired, you must reapply by submitting a new application at esta.cbp.dhs.gov. Existing authorizations cannot be extended». CBP manda aviso antes: «You will receive an expiration notice when your ESTA is about to expire... Your travel authorization submitted on (date) via ESTA will expire within the next 30 days». Y si te adelantás con más de 30 días de vigencia restante, el sistema te avisa que la nueva pisa a la vieja: «A valid, approved application with more than 30 days remaining has been found for this passport. Submitting this application will require payment for this application and will then cancel the existing application».
El reglamento fija el plazo en una frase: «Each alien... intending to travel by air or sea to the United States under the VWP must receive a travel authorization via ESTA prior to boarding a carrier destined for travel to the United States». Y para quien entra por tierra desde Canadá o México, CBP aclara que el ESTA no es obligatorio: «If you are a citizen of a country that participates in the Visa Waiver Program (VWP), and you enter the U.S. by land from Mexico or Canada, an ESTA is not required», aunque sin ESTA hay que completar el formulario I-94W en papel y pasar por el proceso manual.
NO PERMITIDO: «study, for credit; employment; work as foreign press, radio, film, journalists, or other information media; permanent residence in the United States». Y el territorio incluye Puerto Rico.
Ir al sitio oficial de este paso →
Ojo: Entrar con ESTA te cierra dos puertas por escrito: «If you enter the United States under the Visa Waiver Program, you are not permitted to extend your stay in the United States beyond the initial admission period» y «you are not permitted to change status in the United States». Si pensás quedarte más de 90 días o cambiar de categoría, pedí la visa desde el principio: «if you intend to stay longer than 90 days, then you need to apply for a visa».
23
Cuándo NO usar ESTA aunque puedas
El propio CBP lista los casos: «If you intend to arrive in the United States aboard a non-signatory air carrier. If you intend to visit the United States for more than 90 days. If you believe any grounds of inadmissibility of the Immigration and Nationality Act § 212(a) apply to you... If you are traveling to the United States for a purpose other than short-term tourism or business». Y el Departamento de Estado agrega el avión privado: «you need to apply for a visa if you will be traveling on a private aircraft or other non-VWP approved air or sea carrier».
Ir al sitio oficial de este paso →
Ojo: Viajar bajo el VWP implica renunciar a derechos, y está escrito: «If you are admitted to the United States under the Visa Waiver Program, you may not change or extend your non-immigrant status. If your admission is denied, you have no right to appeal a determination as to admissibility». Si tu caso es dudoso, el Departamento de Estado recomienda directamente pedir visa: «If you are uncertain if you qualify for VWP travel, you may apply for a visa».
