Parque Nacional El Cajas is one of the great natural treasures of Ecuador's southern highlands, a high páramo dotted with hundreds of glacial lakes, just over half an hour from the city of Cuenca, in Azuay province. Its name evokes a boxed-in landscape of valleys, crags and sheets of water, shaped by ancient glaciers, stretching mostly above 3.100 meters and reaching peaks of over 4.000 meters.
The park protects a páramo ecosystem of enormous value: this is where the rivers that supply Cuenca with water are born, where polylepis forests grow (the paper trees, or quinua), and where wildlife adapted to altitude lives, including the Andean condor. Origins, formation and what the sources say.
The spectacular landscape of Parque Nacional El Cajas —its hundreds of lakes, its hanging valleys and its crags— is above all the work of glaciers. During the Pleistocene ice ages, this region of the Andean range in southern Ecuador was covered in ice. The advance and retreat of the glaciers cut into the rock, scooped out hollows and dragged away material, a slow work of erosion that shaped the relief we admire today.
When the ice withdrew, it left behind a mosaic of basins and depressions that filled with water, giving rise to the countless lakes that define the park: they number in the hundreds, of every size, linked by streams and ringed by tussock grass. This kind of glacial landscape also explains the name 'Cajas', which some link to the 'cajas' (boxes) or boxed-in basins of the terrain, and others to a Kichwa word for cold.
That glacial inheritance makes El Cajas a place of great scientific and scenic value. The uneven terrain, the stepped lakes and the altitude create a unique páramo environment where water is the main character. It's no accident that the rivers supplying the city of Cuenca are born here: the park is, literally, the region's water factory.
Despite its altitude and its harsh climate, El Cajas was not a territory without human presence. A branch of the great Andean road system, the Qhapaq Ñan or Inca Road, ran across these páramos, linking the southern highlands —around the important Inca city of Tomebamba, on the site of present-day Cuenca— with the lowlands and the Pacific coast. Crossing El Cajas was one of the routes for descending from the Andes toward the west.
Traces of that pre-Hispanic road network survive inside the park: cobbled stretches, remains of structures and the memory of a crossing used for centuries, first by the Cañari and Inca peoples and later in colonial and republican times. These archaeological remains add a historical and cultural dimension to the park's natural value, evidence that even the most inhospitable páramos were part of the great routes that held the Andean world together.
In later times the area was also the scene of activities such as herding and, in some lower sectors, of old haciendas whose traces can still be seen in places like Llaviucu. All of it traces a long relationship between people and this high territory, long before it became a protected area.
The ecological and water importance of El Cajas led, in the second half of the 20th century, to legal protection. On 4 July 1977 the area was first declared a National Recreation Area and, almost two decades later, on 11 May 1996, it was raised to National Park status, covering some 29.000 hectares, in recognition of its value as a reservoir of biodiversity and, above all, as a source of water for Cuenca and its region. The park's lakes and wetlands feed the rivers that supply drinking water to one of Ecuador's most important cities.
That value was also recognized internationally: in 2002 the high-altitude wetlands of El Cajas were added to the list of Ramsar sites, the international convention for protecting wetlands of global importance, in view of their role in regulating water and their singular biodiversity. The páramo of El Cajas holds plant species adapted to cold and altitude —tussock grasses, cushion plants and polylepis forests, the highest-growing trees in the world— and wildlife such as the Andean condor, high-altitude ducks, curiquingues and, in the wooded sectors, rich birdlife.
Today El Cajas combines its role as a 'water factory' with that of a nature destination, managed to conserve its fragile balance. Its closeness to Cuenca has made it one of the most popular nature escapes in the south of the country, where visitors can experience the austere, silent beauty of the Andean páramo minutes from the city.
Beyond its beauty, El Cajas serves a vital and very concrete function: it is the main source of water for Cuenca, Ecuador's third city. The hundreds of lakes, the tussock grass and the spongy páramo soils act as a giant sponge that captures rain and mist, stores it and releases it slowly, regulating the flow of the Tomebamba, Yanuncay, Mazán and other rivers that run down toward the city. That capacity to regulate water is what makes the páramo a strategically important ecosystem, and the underlying reason for protecting it.
Cuenca's public water utility (ETAPA) and various scientific institutions have been studying and monitoring the park for decades, aware that conserving the páramo means guaranteeing water for hundreds of thousands of people. El Cajas has become, in this way, a natural laboratory for understanding how Andean páramos work, their biodiversity and their role in the water cycle in the face of climate change, which threatens to alter rainfall and reduce the humidity of these fragile high-altitude ecosystems.
In 2013, in recognition of this combination of natural and cultural values, UNESCO declared the Macizo del Cajas a Biosphere Reserve, a designation that covers the national park and its surroundings and combines conservation with sustainable development for local communities. The international recognition consolidated El Cajas not just as a nature destination near Cuenca, but as a model territory where the balance between water, biodiversity and human life is at stake in the southern Ecuadorian Andes.
If water is the main character in El Cajas, the life that managed to adapt to this cold, windy, thin-aired world is its great silent epic. Above 3.100 meters, and in much of the park above 4.000, the conditions are extreme: night frosts, intense solar radiation, permanent mist and acidic, waterlogged soils. Even so, the Cajas páramo holds surprising biodiversity, with a high degree of endemism, meaning species that exist nowhere else on the planet.
The park's botanical symbol is the polylepis forest, known locally as quinua or paper tree for its reddish bark that flakes off in very fine sheets. These gnarled trees, covered in moss and lichen, form relict stands that are among the highest-growing forests in the world, and they shelter specialized birds such as the Atlapetes brush finch of El Cajas and several high-altitude hummingbirds, among them the Baron's metaltail and the Ecuadorian hillstar. Around these groves, the landscape is covered in páramo tussock grass (Calamagrostis), cushion plants and dwarf frailejones that hold water like living sponges.
In the air and along the lakeshores, the wildlife completes the picture. The silhouette of the Andean condor, the largest flying bird on the continent and an emblem of the Andes, may stand out above the peaks; the curiquingue —the yellow-faced Andean caracara that appears on Ecuador's coat of arms— and the white-tailed deer patrol the tussock grass; and Andean ducks, coots and the silvery grebe swim on the water. Trout were introduced into the park's cold rivers and now support regulated sport fishing, while endemic amphibians hide among the vegetation, such as small frogs of the genus Pristimantis described by science in recent times.
This web of life is as valuable as it is fragile. The páramo takes centuries to build its soils and recover its vegetation, and it's especially vulnerable to trampling, fire and climate change, which pushes species uphill until there's no mountain left to climb. That's why walking the trails of El Cajas without straying off them, not pulling up moss or plants and taking your rubbish with you aren't just good manners: they're the concrete way each visitor helps keep this high-altitude world alive for those who come after.
