The Usina de Itaipú (Itaipú Binacional) is one of the largest hydroelectric dams in the world and one of the great engineering works on the planet, set on the río Paraná, on the border between Brazil and Paraguay, next to the city of Foz do Iguaçu. Because of its colossal size, its energy output and its impact, it is a first-rate attraction, visitable on guided circuits, and it's usually combined with the nearby Iguazú Falls.
Itaipú was for a long time the largest hydroelectric plant in the world by energy generation, and it remains one of the two biggest, alongside China's Three Gorges Dam. Its dimensions are staggering: the dam, the spillway, the turbines and the immense lake (reservoir) that stretches upriver. The Usina de Itaipú grew out of a binational treaty between Brazil and Paraguay (the Itaipú Treaty, signed in 1973) to harness the hydroelectric potential of the río Paraná, which marks the border between the two countries. Construction, begun in the 1970s, was a pharaonic undertaking that meant diverting the río Paraná, moving enormous volumes of earth and concrete and relocating whole communities; among its consequences was the flooding of the Guairá Falls. Origins, formation and what the sources say.
The Usina de Itaipú is the fruit of a historic agreement between Brazil and Paraguay to jointly harness the enormous hydroelectric potential of the río Paraná, which marks the border between the two countries along that stretch. After years of negotiations —not free of diplomatic tension, including with Argentina, over the use of the waters of the Paraná— the two countries signed the Itaipú Treaty in 1973, which set out the basis for building and running the dam binationally.
The treaty created the binational entity Itaipú, owned and managed in equal shares by Brazil and Paraguay, charged with building and operating the plant. The energy generated is split between the two countries, and the agreement fixed the terms of that split and of the sale of surplus power, aspects that have been reviewed and debated over the decades.
The context was a region growing fast, with rising energy demand. Itaipú was conceived as a strategic project for the development of both countries, capable of supplying an enormous amount of clean energy and driving regional integration, though also with significant social and environmental impacts.
The building of Itaipú, begun in the 1970s, was one of the greatest engineering works of the 20th century. It meant diverting the course of the mighty río Paraná —for which an enormous diversion channel was dug—, raising a colossal dam of concrete and earth and mobilizing tens of thousands of workers over years. The figures for the project (volumes of concrete, iron, earth moved) are among the most staggering in the history of construction.
Creating the giant reservoir (Lake Itaipú), which stretches for more than a hundred kilometres upriver, had major consequences. On one hand, it forced the relocation of many families and communities whose land ended up under water. On the other, it caused the disappearance of the Guairá Falls (Sete Quedas), a set of waterfalls that had been one of the greatest natural spectacles in South America and that was submerged beneath the reservoir, a much-lamented loss.
To mitigate the environmental impacts, Itaipú developed conservation programmes, reforestation of the lake shores and biological refuges for wildlife. The project thus left an enormous mark, both in terms of energy development and of the transformation of the land and the environment.
Itaipú started generating power in 1984, and over the following years it kept adding generating units until it reached full capacity. For a long time it was the largest hydroelectric plant in the world by energy output, and it remains one of the two biggest on the planet alongside China's Three Gorges Dam (which overtook it in installed capacity, though Itaipú has held records for annual generation). Its contribution to the energy mix of Brazil and Paraguay is enormous.
Beyond its role in generating power, Itaipú became a major tourist attraction. The binational entity developed a full tourism programme (Turismo Itaipú) with circuits for visiting the dam: the panoramic one, the special one (which goes inside the plant), the night-time illumination and complementary attractions like the Refúgio Biológico Bela Vista and the Polo Astronómico. Every year the dam receives crowds of visitors.
Set beside Foz do Iguaçu and the Iguazú Falls, Itaipú is part of one of the most important tourist hubs in Brazil. Visiting it combines the fascination of a monumental piece of engineering with reflection on energy, development and the environment in the triple border region between Brazil, Paraguay and Argentina.
The scale of Itaipú is hard to overstate. Building it used enough concrete to raise dozens of stadiums the size of the Maracanã, and the iron and steel employed would be enough to build hundreds of Eiffel Towers. The spillway, when it opens, can release a flow of water equivalent to dozens of times that of the Iguazú Falls, a few kilometres away. It's no accident that in 2000 the American Society of Civil Engineers chose Itaipú as one of the Seven Wonders of the Modern World in engineering, alongside works like the Panama Canal and the Channel Tunnel.
That scale has a less luminous flip side, which is part of the dam's honest history. Forming the reservoir flooded an enormous area, forced the displacement of thousands of families —many of them smallholders— and buried forever the Guairá Falls (Sete Quedas), a set of waterfalls that many considered even more imposing than those at Iguazú. The loss of that natural heritage, together with the environmental impact on the río Paraná and its wildlife, is still studied and remembered, and it explains why Itaipú later developed extensive reforestation, biological refuge and conservation programmes.
Today the binational company also presents itself as an environmental player: it maintains biodiversity corridors along the lake shores, breeds and reintroduces threatened species, and monitors the water quality of a reservoir on which millions of people depend. The history of Itaipú is, in the end, that of a project that sums up the great tensions of 20th-century development: clean, abundant energy on one side; human displacement and irreversible transformation of the landscape on the other. Understanding both faces is part of what makes the visit so compelling.
The Itaipú Treaty included a key document, Annex C, which set the financial terms and the conditions of the debt taken on to build the dam, as well as the rules for selling the energy between Brazil and Paraguay. Those terms were a source of historic tension: Paraguay, which consumes only a fraction of the energy it is entitled to, for decades sold its surplus to Brazil on terms that many in Asunción considered disadvantageous, which turned Itaipú into a central and sensitive issue in Paraguayan politics and sovereignty.
A turning point came in 2023: that year the construction debt was paid off, which opened up the renegotiation of Annex C between the two countries. With the debt settled, the discussion shifted to the price of the energy (the tariff) and to how to share the benefits of a plant that, now amortized, could generate electricity at a far lower cost. The negotiation, followed closely by the governments of Lula da Silva and Santiago Peña, showed that Itaipú remains a strategic and diplomatic matter of the first order for the region.
Beyond the figures, Itaipú left a deep legacy. It transformed the economy and the landscape of the triple border, drove the development of Foz do Iguaçu and Ciudad del Este, supplied clean energy to two countries and became a symbol of integration —and also of the asymmetries— between Brazil and Paraguay. Today, as a working plant and as a tourist destination, it embodies both pride in an engineering feat and the permanent debate about how to manage a shared resource fairly.
