Kinderdijk is the image of the Netherlands itself: 19 eighteenth-century windmills lined up along canals and dikes, sails turning against an enormous sky, in a flat green landscape reclaimed from the water. It is not a tourist set or an open-air museum assembled after the fact: it is a real water management system that worked for centuries to keep dry a polder lying below sea level, and which UNESCO declared a World Heritage Site in 1997.
The place tells the eternal Dutch struggle against water better than any book. In the Alblasserwaard polder, between the Lek and Noord rivers, the land sinks and the water rises; without constant pumping, all of this would be a lagoon. The Kinderdijk mills were built between 1738 and 1740 for exactly that: to lift the surplus water off the fields and throw it into a reservoir from which, in stages, it made its way to the river. It is eighteenth-century hydraulic engineering in the open air, and the best-preserved group of mills of this kind in the world.

The name Kinderdijk means 'child's dike' and comes from a legend of the great St Elizabeth's flood of 1421: when the waters went down, a cradle was seen floating with a baby in it, kept afloat by a cat jumping from side to side to balance it. Beyond the myth, the area is a polder, land reclaimed from the water that lies below sea level and is kept dry by pumping the water out. For centuries that pumping was done by the water boards (waterschappen), local water management institutions that are among the oldest in Europe and are considered the first democratic institutions in the Netherlands. To improve drainage, the 19 great windmills that are world famous today were built between 1738 and 1740. With the arrival of steam and then electric pumps, the mills stopped being essential, but they were preserved. Origins, formation and what the sources say.
The name Kinderdijk means, literally, 'child's dike', and its origin is one of the best-loved legends in the Netherlands. It goes back to the St Elizabeth's flood (Sint-Elisabethsvloed) of November 1421, one of the worst disasters in Dutch history: a great storm broke the dikes and the sea flooded an enormous stretch of land in southern Holland, the Grote Hollandse Waard, which stayed permanently underwater and swallowed dozens of villages.
Tradition has it that while that area was sinking, the Alblasserwaard polder — just on the other side of a dike — managed to survive. When the storm eased, a local man went to inspect the damage to the dike and saw in the distance a wooden cradle floating on the water. As he got closer he noticed it was moving: on top of the cradle a cat was jumping from side to side to keep it balanced and stop it from tipping over and filling with water. Inside, a baby was sleeping, dry and safe. Hence, says the legend, the name of the place: the child's dike.
Whether the story is literal or embellished over the centuries, it perfectly condenses what Kinderdijk represents: the exact border between land saved and water that devours everything, and a people's permanent struggle not to be swallowed by the sea. That border is, still today, a dike.
To understand Kinderdijk you have to understand what a polder is. A large part of the Netherlands — whose name itself means 'low countries' — lies below sea level. That is not a metaphor: it is literal. For centuries the Dutch ringed areas of marsh, lake or sea with dikes and then pumped the water out until the bottom was dry and could be farmed. That land won from the water, enclosed by dikes and kept dry artificially, is a polder.
The problem is that a polder never stays dry on its own. Rainwater accumulates, the rivers press in, the peat soil compacts and sinks over time, and the level of the ground keeps dropping relative to the water around it. Without constant pumping, the polder would flood again within weeks. Keeping this land dry is therefore not a job you do once but an eternal task that can never stop.
The Alblasserwaard polder, where Kinderdijk lies, is exactly that case: a plain between the Lek and Noord rivers, in the Rhine and Meuse delta, that kept sinking while the rivers around it rose. The surplus water had to be taken out and lifted to a level from which it could be returned to the rivers. For centuries the solution had one engine: the wind. And one machine: the mill.
The fight against water could not be waged alone. No farmer could, by himself, maintain the dikes that protected everyone or coordinate the drainage of a whole polder. It took organisation, sharing out the work and the cost, and taking collective decisions that were a matter of life and death. Out of that need, as early as the Middle Ages, came the water boards or water councils (waterschappen).
The waterschappen are local institutions responsible for maintaining the dikes, regulating water levels and managing the drainage of the polders. Some were founded in the thirteenth century, and they are considered the oldest democratic institutions in the Netherlands and among the oldest in Europe: long before national parliaments existed, landowners in an area were already electing representatives and deciding together how to defend themselves against the water, how much each would contribute and what works would be carried out. The phrase that sums up that culture is famous in the country: 'God schiep de wereld, maar de Nederlanders schiepen Nederland' ('God created the world, but the Dutch created the Netherlands').
Some historians see in these boards one of the roots of the celebrated Dutch model of consensus and negotiation (the 'poldermodel'): in a land where water does not distinguish between rich and poor and a single breach in a dike can drown everyone, cooperation was not an optional virtue but a matter of survival. Kinderdijk, with its coordinated mills and its two water councils (those of the Nederwaard and the Overwaard), is a living monument to that way of governing.
For centuries the Alblasserwaard polder was drained by an ever-growing number of windmills. But by the eighteenth century the system could no longer cope: the ground had sunk so far that the water could not be lifted to river level in one go. The ingenious solution was to drain in stages, raising the water in two successive steps.
So it was that between 1738 and 1740 the group of 19 mills we know today was built. They fall into two groups serving two water councils and two different levels of the polder: the eight round brick mills of the Nederwaard, built in 1738, and the wooden mills with octagonal bases of the Overwaard, from 1740. Some lifted the water from the lower polders to an intermediate reservoir; the others raised it from that level to the canals that carried it to the river. It was a stepped pumping chain, driven entirely by the wind.
Each mill was not only a machine: the miller's family lived inside permanently, often a large one, in tiny spaces and under very hard conditions. The miller had to read the wind, orient the sails and the cap, look after the wooden mechanism and stay constantly alert to the water level, day and night, in any weather. Whether the fields and houses of the whole polder flooded depended, literally, on his work. Seeing those 19 mills turning together today, lined up beside the canals, is to look at one of the most impressive pieces of pre-industrial hydraulic engineering preserved anywhere in the world.
The reign of the windmills did not last forever. In the nineteenth century came steam pumps, far more powerful and reliable, able to move enormous volumes of water without depending on the whims of the wind. Then came diesel pumps and, later, electric ones. Modern pumping stations were built — such as the Wisboom station, which you can visit on the site today — and the old mills gradually stopped being essential for drainage.
In many other places in the Netherlands, mills that became obsolete were pulled down. At Kinderdijk, by contrast, the decision was made to keep them. They were kept standing, looked after by foundations and by the water councils themselves, as a testimony to centuries of ingenuity and as part of the landscape. Even today, in fact, several of the mills are set turning on occasion, and some can work as a backup to the pumping system if needed.
That care paid off: in 1997 UNESCO inscribed the 'Mill Network at Kinderdijk-Elshout' on the World Heritage list, recognising it as an outstanding and exceptionally complete example of Dutch water management technology, with its dikes, reservoirs, pumping stations and mills. Kinderdijk thus went from being a humble piece of rural machinery to one of the country's international symbols and one of its most recognisable postcards.
The history of Kinderdijk cannot be told without remembering that the threat of water never entirely went away. On the night of 31 January to 1 February 1953, an extremely violent North Sea storm, combined with an extreme high tide, broke the dikes in the southwest of the Netherlands. The sea poured into the polders of Zeeland, South Holland and North Brabant while people slept. The flood (the Watersnood) killed more than 1,800 people, drowned tens of thousands of animals and left a whole country in shock. It was the worst Dutch natural disaster of the twentieth century.
The trauma of 1953 changed the country's relationship with water forever. The response was the Delta Plan (Deltawerken), one of the largest civil engineering projects in history: a colossal network of reinforced dikes, dams, locks and, above all, movable storm surge barriers that close the delta estuaries when the sea threatens. Works such as the Oosterscheldekering, the gigantic Eastern Scheldt barrier, rank among the wonders of modern engineering. The aim was clear and radical: that a tragedy like 1953 should never happen again.
In that story of more than a thousand years — from the first medieval dikes to the water boards, from the mills of 1738 to the Delta Plan barriers — Kinderdijk holds an endearing place. Its 19 mills are the visible, beautiful link in a chain that is still alive: that of a people who learned to exist below sea level and who, century after century, keep pumping so the water does not take it all away. Visiting it is to look, calmly and among turning sails, at the silent epic that made the Netherlands possible.
