The Nærøyfjord is the image you have in your head when you think of a Norwegian fjord, taken to the extreme: a corridor of dark water barely 250 meters wide at its narrowest, boxed in by rock walls more than a thousand meters high, with farms hanging from the slopes, waterfalls dropping from above and, very often, clouds brushing the summits. It is the narrowest arm of the Sognefjord, Norway's longest fjord, and since 2005 it has been part of the UNESCO World Heritage list. Sailing it in silence, today on electric ferries, is one of the most striking experiences the country offers.
The gateway to all of this is Flåm, a tiny village at the head of the Aurlandsfjord that became world-famous for its train: the Flåmsbana, one of the steepest mountain railways in the world, which in under an hour climbs (or descends) almost 900 meters through tunnels cut with pick and shovel, past waterfalls and cliffs. Flåm is also the hub of the famous 'Norway in a nutshell' route, which combines train, ferry and bus to show the best of the fjords in a single day.

The Nærøyfjord was formed during the ice ages, when enormous tongues of ice carved out the valley and left these vertical walls and this narrow corridor. For centuries, a handful of families lived a subsistence life on almost inaccessible farms clinging to the slopes, connected only by boat; the mail and the first steamships of the nineteenth century brought early tourism. The great modern milestone was the Flåmsbana, the Flåm Railway: approved in 1908, built between 1924 and 1940 almost entirely by hand, with 20 tunnels blasted out with dynamite and drill. In 2005, the Nærøyfjord and the Geirangerfjord were declared UNESCO World Heritage Sites. Since 1 January 2026, Norway requires passenger vessels sailing these protected fjords to do so without CO₂ or methane emissions, in response to the impact of cruise ships. Origins, formation and what the sources say.
Before there were villages, boats or trains, there was ice. The Nærøyfjord is not an accident of the terrain: it is the signature of the ice ages. For hundreds of thousands of years, enormous tongues of ice came down from Norway's interior plateau toward the sea, tearing away rock, deepening pre-existing river valleys and sculpting these near-vertical walls. When the ice withdrew, some 10,000 years ago, the sea advanced and filled the carved-out valley: that is how the fjord was born, a long, deep, narrow arm of the sea wedged between mountains more than a thousand meters high.
The Nærøyfjord is the narrowest and most extreme arm of the Sognefjord, Norway's longest fjord (about 204 kilometers). At its narrowest it measures barely 250 meters across, with slopes that in places rise more than 1,400 meters almost sheer above the water. It is so enclosed that in winter there are places the sun does not reach for weeks. Hanging waterfalls tumble from above, fed by meltwater and the snows of the summits, and the fjord water has that dark, still color that only great depths give.
That landscape, brutal and beautiful at once, is also an ecosystem and a 'living cultural landscape': for centuries, human beings found a way to live in it. Understanding the history of the Nærøyfjord means understanding, first, the scale of what the ice left behind, and then the stubbornness of those who chose to inhabit a place where arable land is a luxury wrenched from the mountain.
Anyone sailing the Nærøyfjord today who looks up will find, among the rock and the vegetation, old farms clinging to the slopes, some on gradients so steep it is hard to imagine how anyone could live there. It is no illusion: for centuries, a handful of families inhabited these mountain farms, in an economy of pure subsistence. They sowed on the scarce terraces of soil, kept goats and sheep that grazed high up, fished in the fjord and cut wood and hay in places sometimes reachable only with ropes or along vertiginous paths.
There were no roads. The fjord was the only route: everything — people, animals, goods, the priest, the mail — moved by boat. That total dependence on the water shaped the life of these tiny communities. Villages such as Undredal, on the shore of the Aurlandsfjord, lived for generations in practical isolation; Undredal, in fact, had no road connection until 1988. There, a few dozen people lived (and still live) alongside hundreds of goats, whose cheese — white and brown, the famous 'brunost' — was both food and currency.
Undredal church, built around 1147, is the best testimony to that life. It is the smallest wooden church in regular use in all of Scandinavia: it measures about 12 by 4 meters and seats around 40 people. That such a tiny, isolated community kept its own church for almost nine centuries says a great deal about life on the fjord: hard, austere, communal and deeply tied to faith and to the land. Many of those high farms were abandoned over the course of the twentieth century, when modern life made the effort unsustainable, and today they remain as ruins and meadows the forest is slowly reclaiming. But the 'cultural landscape' they created — the hay meadows, the paths, the stone walls — is part of what UNESCO recognized as universal value.
The nineteenth century brought the Nærøyfjord something that would change its destiny: the tourist. As romantic Europe discovered the wild beauty of nature, the Norwegian fjords became fashionable among British and German travelers and among the continental aristocracy in search of sublime landscapes. And the Nærøyfjord, with its dramatic narrowness and its waterfalls, was one of the most sought-after.
The key to that tourism was the steamship. Shipping companies added Gudvangen, at the end of the Nærøyfjord, as a regular stop on their routes, and by the end of the century passenger traffic had grown so much that, as early as 1886, the company running the Lærdal–Gudvangen crossing could not keep up with demand. The steamers brought visitors who then continued overland in horse-drawn carriages, climbing spectacular and dangerous mountain roads such as the Stalheimskleiva hill, a succession of extremely tight bends that is still part of the tourist route today.
That first wave of tourism left traces: historic mountain hotels, staging roads, jetties. And above all, it planted an idea that would prove decisive for the next century: that these remote fjords could be a destination, that it was worth investing in reaching them. That idea is what, into the twentieth century, would drive one of the boldest engineering works in Norway: a railway descending from the high mountains to the very head of the fjord, at Flåm.
The great modern milestone of the Nærøyfjord has a name of its own: the Flåmsbana, the Flåm Railway. The idea was as simple to state as it was hard to execute: connect the village of Flåm, at the head of the Aurlandsfjord, with the main Bergen–Oslo line (the Bergensbanen) at the mountain station of Myrdal, 867 meters up. In other words, cover almost 900 meters of ascent in barely 20 kilometers, across vertical rock. The first surveys were made in 1893; the Norwegian Parliament approved the project in 1916 and, in 1923, decided the railway would be electric.
Construction ran from 1924 to 1940, and it was an epic. The greatest challenge was the tunnels: twenty in all. Of those, only two — the Nåli and Vatnahalsen tunnels — were excavated by machine; the other eighteen were made by hand, with dynamite and drill. The workers bored the rock by hand, packed the explosive charge, blew the face and cleared the rubble; it is estimated that between 116 and 180 hours of human labor were needed for each meter of tunnel. Rock dust caused silicosis in many workers, and there were fatal accidents (in 1925 and 1938) and avalanches that buried sections of the works. The crew, housed in barracks, numbered 120 men at the start and reached around 280 in 1937.
The result was a masterpiece of engineering and one of the steepest standard-gauge railways in the world (no funicular, no rack), with a maximum gradient of 5.5% (1:18). To cover that drop safely, the line traces extremely tight curves and even a turn inside the mountain. Freight traffic began on 1 August 1940, and the passenger service on 10 February 1941; electric traction was inaugurated on 25 November 1944, powered by its own hydroelectric plant. For decades, the Flåmsbana was above all an umbilical cord for the people of the fjord, a way to bring goods and people down to the sea. Over time the road took that role away, until in 1998 the company Flåm Utvikling took over marketing the railway and turned it into what it is today: a first-rank tourist attraction, which at one point became the third most visited site in Norway, with hundreds of thousands of passengers a year.
In 2005, the Nærøyfjord and the Geirangerfjord were inscribed together on the UNESCO World Heritage list, under the name 'West Norwegian Fjords'. The recognition rewarded both the extraordinary natural beauty and the 'living cultural landscape' of the farms and the villages: the Nærøyfjord is not a pristine park, but a place inhabited and worked for centuries. The inscription boosted the fjord's international fame and multiplied tourism.
That success brought its own problem. Flåm, a village of about 400 inhabitants, came to receive hundreds of thousands of visitors a year and around 160 cruise ships tying up in its harbor; the municipality of Aurland, with fewer than 2,000 residents, is close to a million visitors a year. At the height of summer, with large cruise ships in port, air pollution in Flåm and in neighboring Geiranger was at times compared to that of a big city, with levels of nitrogen oxides that worried health authorities. Overtourism stopped being an abstraction: it was smoke, noise and saturation in one of the country's most protected landscapes.
The response was pioneering. The Norwegian Parliament resolved to require zero emissions from passenger vessels sailing the UNESCO World Heritage fjords. The rule came into force on 1 January 2026: from that date, all passenger ships under 10,000 gross tonnage sailing these fjords must do so on energy that emits no CO₂ or methane directly (battery, green hydrogen, certified biogas); from 2032 the requirement will extend to larger ships. Liquefied natural gas (LNG) does not qualify, because burning it releases methane. It was one of the world's first maritime 'zero-emission zones'.
For the traveler, the change is visible and audible: cruises on the Nærøyfjord today run on fully electric, silent boats with carbon fiber hulls, which leave no wake and no noise and let you hear the waterfalls and the wind. The fjord the ice carved, that subsistence families inhabited and that the Flåmsbana brought closer to the world, thus enters a new stage: trying to go on being visited without ceasing to be exactly what made it a World Heritage Site.
