Few places pack in as much history and as much engineering as the Miraflores Locks, the most accessible window onto the Panama Canal. From its terraces, travelers see something that looks impossible: enormous container ships, cruise liners and bulk carriers slide into a concrete chamber, the gates close behind them, the water rises or falls several meters in minutes and the vessel carries on its way between the Pacific and the Atlantic. It's the spectacle of the 'eighth wonder of the modern world' seen up close, with commentary included.
Miraflores is the first (or last) step on the Pacific side of the Canal: here ships clear two of the waterway's changes in level, while in the distance the Bridge of the Americas and the city skyline cut into the sky. The modern Visitor Center, with its multi-level terraces, its museum, its cinema and its restaurant, turns the visit into a complete experience for understanding how the Canal works, how it was built and why it changed the history of world trade.

The Miraflores Locks are part of the Panama Canal, one of the most important engineering works in history, inaugurated on 15 August 1914. The idea of joining the Atlantic and the Pacific across the isthmus is an old one: as early as the 16th century the Spanish crown looked into the possibility. The first great modern attempt was led by the Frenchman Ferdinand de Lesseps, builder of the Suez Canal, who in 1881 began work on a sea-level canal; the French project failed because of the enormous engineering difficulties and, above all, the mass deaths from malaria and yellow fever. The United States took up the work in 1904, after Panama's independence from Colombia (1903) and the signing of the treaty that ceded them the Canal Zone. The Americans opted for a canal with locks, lifting ships up to Gatún Lake and lowering them again to the other ocean. Miraflores, on the Pacific side, was one of the three original lock stations, along with Pedro Miguel and Gatún. For nearly all of the 20th century the Canal was under US control, until the 1977 Torrijos-Carter Treaties set out its handover to Panama, which took place on 31 December 1999. Origins, formation and what the sources say.
The idea of cutting through the isthmus of Panama to join the Atlantic and the Pacific is almost as old as the arrival of Europeans in the Americas. Barely a few years after Vasco Núñez de Balboa crossed the isthmus and sighted the 'South Sea' (the Pacific) in 1513, the conquistadors grasped the enormous advantage of a waterway that would avoid the long and dangerous detour around the southern tip of the continent. As early as the 16th century, the Spanish crown went so far as to order studies into the possibility of opening a canal across the Panamanian narrows, though the technology of the day made the undertaking unthinkable.
For centuries the isthmus nonetheless played a central role in trade: along the so-called 'Camino de Cruces' and the 'Camino Real', the riches arriving from Peru were carried by mule to the Caribbean ports, from where the fleets set out for Spain. Panama was already a bridge between two worlds. The California gold rush, in the mid-19th century, revived interest in a fast route between the two oceans, and in 1855 the Panama Railroad opened, crossing the isthmus from sea to sea and becoming one of the most profitable transport works of its time.
That railroad proved that crossing the isthmus was feasible and strategically invaluable, and it paved the way for the greater dream: a navigable canal. The question was no longer whether the oceans should be joined, but who would do it and how. The answer would come from France first, and from the United States afterward.
The first great modern attempt to build the canal was led by a legendary name: Ferdinand de Lesseps, the French engineer and diplomat who had triumphed by opening the Suez Canal in Egypt. Emboldened by that success, Lesseps drove forward a company that in 1881 began work on a canal across Panama. His bet was on a 'sea-level' canal, that is, without locks, just like Suez: a gigantic trench joining both oceans with no changes in level.
But Panama was not Egypt. The mountainous terrain of the continental divide, the furious floods of the Chagres River in the rainy season, the constant landslides and, above all, tropical disease turned the project into a tragedy. Malaria and yellow fever killed tens of thousands of workers; at that time it was not yet firmly known that these diseases were transmitted by mosquitoes, so little could be done to hold them back. On top of the technical and health problems came a colossal financial scandal: the company went bankrupt in 1889 amid corruption allegations that shook French politics.
The French failure was total and left thousands dead, an unfinished project and the conviction that a sea-level canal was unworkable in Panama. Not everything was lost, however: part of the excavation, the surveys and the accumulated experience would later serve those who took the project up again. The lesson had been learned: the next attempt would have to solve both the engineering of the terrain and the battle against the mosquitoes.
The canal's fate was bound up with a decisive political event: Panama's separation from Colombia. At the start of the 20th century the United States was determined to build and control an interoceanic waterway, and was negotiating a treaty to do so with Colombia, of which Panama formed part. When the Colombian Senate rejected the agreement, the United States backed the Panamanian separatist movement. On 3 November 1903 Panama proclaimed its independence from Colombia, and a few days later the Hay-Bunau-Varilla Treaty was signed, ceding to the United States control of a strip of territory, the Canal Zone, in which to build and run the waterway.
The Americans took up the works again in 1904 and made two key decisions the French had been unable or unwilling to apply. The first was an engineering one: instead of a sea-level canal, they opted for a canal with locks, raising ships through water chambers to the level of a great artificial lake — Gatún Lake, formed by damming the Chagres River — and then lowering them again to the other ocean. The second was a public-health one: under the direction of the military doctor William C. Gorgas, a massive campaign was launched against the mosquitoes that carried yellow fever and malaria, draining swamps and fumigating, which cut mortality dramatically and allowed the work to advance.
After a decade of titanic labor by tens of thousands of workers — many of them West Indians who came from Barbados, Jamaica and other Caribbean islands, whose descendants would form an important part of the Panamanian population — the Panama Canal was officially inaugurated on 15 August 1914, when the steamship 'Ancón' made the first full transit. The Miraflores Locks, on the Pacific side, were one of the three original lock stations in that system, along with Pedro Miguel and Gatún.
The Miraflores Locks are, in essence, a gigantic 'water elevator' for ships. Since the Canal is not at sea level but instead uses Gatún Lake — some 26 meters above the ocean — as its main channel, vessels have to be lifted on the way in and lowered on the way out. Miraflores performs that function at the Pacific end: it has two consecutive chambers that together bridge part of that difference between the ocean and the level of Miraflores Lake, which links to the rest of the system.
The principle is simple and, at the same time, astonishing for its scale. A ship enters the chamber and the enormous steel gates close behind it. To raise it, water is let in by gravity from the level above through culverts and conduits until the water in the chamber matches the next level; the ship floats and rises with it. To lower it, the chamber is emptied, again by gravity, toward the level below. No pumping is needed: the whole system works by harnessing gravity and the vast fresh-water reserves of Gatún Lake, fed by the rains of the Canal watershed.
Meanwhile, the ship does not move under its own power inside the locks: it is guided by the famous 'mules', electric locomotives that run on rails along both sides of the chambers and, by cable, keep the vessel centered so it doesn't strike the walls. In the original locks, such as Miraflores, the margin between a 'panamax' ship's hull and the chamber walls is a matter of centimeters, which gives a sense of how precise the maneuver is. It's exactly this process that visitors watch from the terraces of the Visitor Center.
For nearly all of the 20th century the Canal and the strip of land around it — the Canal Zone — were under United States control, which made sovereignty over the waterway an open wound in the Panamanian national conscience. The presence of a foreign enclave splitting the country in two generated mounting tension. A tragic moment came on 9 January 1964, when clashes over the Panamanian flag in the Canal Zone left several dead; that date is remembered in Panama as Martyrs' Day and became a symbol of the struggle for sovereignty.
The solution came by diplomatic means in 1977, with the signing of the Torrijos-Carter Treaties between the Panamanian leader General Omar Torrijos and the American president Jimmy Carter. The treaties set out a timetable for the gradual handover of the Canal to Panama and the dissolution of the Canal Zone, as well as guaranteeing the waterway's permanent neutrality. It was a historic agreement recognizing Panama's right to administer the work that cut across its territory.
The final handover took place on 31 December 1999: from that date the Panama Canal passed into Panamanian hands, run by the Panama Canal Authority (ACP), an autonomous state body. Since then the Canal — and with it the Miraflores Locks — has been operated entirely by Panamanians, and has become one of the country's main sources of income and a symbol of national pride.
At the start of the 21st century the Panama Canal faced a challenge: ever-larger vessels were outgrowing the dimensions of the original 1914 locks, the so-called 'panamax' limit, which for a century had set the maximum size of many of the world's ships. To avoid losing competitiveness against alternative routes, Panama approved an ambitious expansion program in a 2006 referendum. After almost a decade of works, on 26 June 2016 the third set of locks opened, with much larger chambers able to take the giant 'neopanamax' ships.
The expansion built two new lock complexes: Cocolí, on the Pacific side, and Agua Clara, on the Atlantic. These modern locks incorporate water-saving basins that recover a good share of the fresh water used in each transit, an important innovation for a system that depends entirely on rainfall in the watershed. The original locks — including Miraflores — continue to operate in parallel for smaller vessels, so today the Canal runs both systems at once.
In this 21st-century Canal, the Miraflores Locks retain a special role: they are the public's window par excellence. Its modern Visitor Center, with terraces, museum, cinema and panoramic restaurant, welcomes crowds of travelers every year who come to see the waterway at work up close. Anyone wanting to see the newer, larger locks can visit the Agua Clara center on the Atlantic, but Miraflores remains, for its closeness to the capital and its history, the place where most visitors get their first look at one of the great wonders of world engineering.
