Ciudad del Este

📌City
Ciudad del Este is the second-largest city in Paraguay and the capital of the department of Alto Paraná, at the far east of the country, on the Paraná River. It's part of the Triple Frontier with Brazil (Foz do Iguaçu, across the Friendship Bridge) and Argentina (Puerto Iguazú), and is one of the great commercial centers of South America, famous for its shopping. It's also the gateway to the Itaipú Dam, the Monday Falls and the Iguazú Falls.
📌Service city
Ciudad del Este is a metropolis with all services: hotels in every category, a large dining scene, a bus terminal, banks and exchange offices, hospitals and Guaraní International Airport (AGT), in neighboring Minga Guazú. It's connected to Asunción by Route 2/7 (a highway) and to Brazil by the Friendship Bridge. It's the ideal base for visiting Itaipú, the Monday Falls and, crossing into Brazil, the Iguazú Falls.
📌Best time to go
Ciudad del Este can be visited year-round. Winter (May to August), mild and drier, is the most comfortable time to explore and combine with the area's attractions (Itaipú, Monday, Iguazú). Summer is hot and humid, with rain. For shopping, it's best to avoid holidays and long weekends shared with Brazil, when the shops and border crossings get saturated. Always check commercial and border hours, which can vary.
📌Suggested days
With 1 to 2 days you can make the most of the city and its surroundings: one day for shopping and the mall, and another for the Itaipú Dam and the Monday Falls. If you add a visit to the Iguazú Falls (crossing into Brazil and/or Argentina), it's worth devoting 2 to 3 days or more to the whole Triple Frontier region. Ciudad del Este works very well as a base for exploring all of eastern Paraguay and the border icons.

Ciudad del Este is one of the most vibrant and singular cities in Paraguay: the country's second-largest, capital of the department of Alto Paraná and the heart of the famous Triple Frontier, where Paraguay, Brazil and Argentina meet on the banks of the Paraná River. It's famous throughout South America for its intense commercial activity —it's one of the great shopping centers of the continent—, but it's also the gateway to some of the region's great tourist icons.

From Ciudad del Este you reach the imposing Itaipú Dam, one of the largest engineering works in the world; the beautiful Monday Falls, a spectacular waterfall a few kilometers away; and, crossing the Friendship Bridge into Brazil, the legendary Iguazú Falls, one of the Seven Natural Wonders of the world. Few cities concentrate so much in so little space: commerce, colossal engineering and monumental nature, all within a small radius.

This guide covers Ciudad del Este with a practical, warm eye: what its shopping and mall are like, what to visit in the surroundings (Itaipú, the Monday Falls and the Iguazú Falls), how the Triple Frontier dynamic works, how to get around and how to cross the borders with common sense. Ciudad del Este is pure energy and the perfect base for exploring one of the most fascinating corners of Paraguay.

📖 History of Ciudad del Este

Ciudad del Este is a young city: it was founded on February 3, 1957 under the name Puerto Presidente Stroessner, in the time of Alfredo Stroessner's regime, as part of a policy of development toward the east of the country and integration with Brazil. Its explosive growth was tied to two major events: the construction of the Friendship Bridge over the Paraná River, inaugurated in 1965, which connected it with Foz do Iguaçu in Brazil; and, above all, the construction of the Itaipú Dam starting in the 1970s, which drew thousands of workers and energized the whole region. With the fall of Stroessner in 1989, the city was renamed Ciudad del Este. Over the decades it consolidated itself as one of the largest commercial hubs in South America, thanks to its free-trade-zone regime and the enormous influx of Brazilian and Argentine shoppers who cross the border. Today it's Paraguay's second city, capital of Alto Paraná, and the center of the dynamic and multicultural Triple Frontier region, with a strong presence of communities of diverse origins (Arab, Asian, Brazilian and others). The detailed history of the city, of Itaipú and of the Triple Frontier is on our history page.

🗺️ What to see

1
Commercial downtown and shopping
The city's commercial heart: arcades, malls and thousands of shops that draw shoppers from across the region.
The commercial downtown of Ciudad del Este is an experience in itself and the reason millions of people cross the border every year. In a few blocks are concentrated enormous arcades, malls and thousands of shops selling electronics, perfumes, clothing, toys, computer goods and everything imaginable, at competitive prices thanks to the city's special commercial regime. It's one of the largest shopping centers in South America, and its atmosphere —bustling, multicultural and frenetic— is like nowhere else. The commercial area extends from the Friendship Bridge toward the center, in a web of streets and arcades where merchants of very diverse origins coexist (Arab, Chinese, Korean, Brazilian, Paraguayan). Walking there is to plunge into a hive of activity: vendors, 'paseros' (couriers), porters, money changers and shoppers who haggle and compare prices. It's best to go with time, patience and a clear idea of what you're looking for. For a more orderly and comfortable experience, there are large modern air-conditioned malls (like Shopping del Este, Shopping China and others) that gather shops, brand stores and food courts in a calmer setting than the street. They're a good option for those who prefer to shop calmly and with air conditioning, especially in the hot months. Getting there: downtown is next to the Friendship Bridge; reach it on foot, by taxi/app or local transport. Best time: weekday mornings, avoiding holidays and long weekends shared with Brazil, when everything gets saturated. Tips: go with little cash in sight, watch your belongings in the crowd, check the purchase limits for crossing the border (they vary by destination country) and check commercial hours, generally around 8:00 to 18:00.
ℹ️ Distance: City center, next to the Friendship Bridge (on foot or taxi) · Best time: Weekday mornings (avoid holidays and saturated weekends) · Admission: Free (open access; purchases depend on the shop) · Duration: Half a day or more

Itaipú Dam (visit)
One of the largest engineering works in the world and one of the leading hydroelectric plants on the planet, a few kilometers from the city.
The Itaipú Dam, binational between Paraguay and Brazil on the Paraná River, is one of the must-see visits from Ciudad del Este and one of the greatest engineering works ever built. For years it was the largest hydroelectric plant in the world in energy production and remains one of the two largest on the planet. Seeing it up close, with its nearly 8-kilometer concrete wall and its spillway, impresses with its colossal scale. Itaipú offers different visit options for tourists, coordinated by the binational's tourism foundation. The Panoramic Tour (a bus ride of about 2 hours around the exterior and viewpoints) costs approximately R$ 24–48 (about US$ 5–10, 2025); the Special Tour, which enters the dam's internal sections and the powerhouse, costs about R$ 120 (approx. US$ 22-25, 2025), with a 50% discount for seniors and students. There's also a nighttime Illuminated Tour and visits to the Biological Refuge for wildlife. When the spillway is open (in times of heavy flow), the spectacle of the plunging water is especially striking. The Itaipú complex also includes other attractions in its surroundings, such as protected natural areas and museums, which reflect the enormous impact —energy, environmental and social— of the work. Getting there: it's a few kilometers from central Ciudad del Este, in Hernandarias; reach it by car, taxi or excursion. Best time: Monday to Saturday, 8:00 to 17:00 (check seasonal hours). Tips: bring ID, book in advance on the official Itaipú tourism site and check the available options.
ℹ️ Distance: A few kilometers from the center, in Hernandarias (car, taxi or excursion) · Best time: Monday to Saturday, 8:00 to 17:00 (check seasonal hours) · Admission: Panoramic Tour R$ 24–48; Special Tour (interior) R$ 120 (2025, approx. US$ 5–25) · Duration: Half a day

Monday Falls
A spectacular waterfall of about 40 meters on the Monday River, a few kilometers from the city.
The Monday Falls (Saltos del Monday) are one of the region's great natural gems and a highly recommended visit from Ciudad del Este. It's an imposing waterfall on the Monday River, with a main drop of about 40 meters, plunging in a jungle setting within a protected park in Presidente Franco. Though less famous than the Iguazú Falls, it surprises with its beauty and for being just a few kilometers from the city. The park has viewpoints and walkways that let you contemplate the waterfall from different angles, including frontal views and from above, where you feel the river's force. At the Monday Adventure Park (the most-visited private administration), admission for foreign tourists (outside Mercosur) is US$ 12 (adults 13 and over), US$ 9 for Mercosur tourists, and Gs. 40,000 for Paraguayan adults and Gs. 20,000 for children aged 5 to 12; under-5s don't pay (source: Monday Adventure Park, FAQ, verified July 2026). A note on payment: 2026 visitor reports indicate that only cash in guaraníes or Brazilian reais is accepted —they don't take dollars, cards, QR or Pix—, so it's best to bring guaraníes in hand. There's also a separate municipal park with its own rates. The park opens every day (approximate hours from 7:00/8:00 to 17:00/19:00 depending on the administration; check on the day of your visit). The roar of the water, the vegetation and, frequently, the presence of rainbows in the mist make the visit a very pleasant and photogenic experience. It's an ideal plan to combine with Itaipú in a single day. Getting there: it's a few kilometers from Ciudad del Este, in Presidente Franco; reach it by car, taxi or excursion. Best time: in the morning, with good light; the flow is greater after rain. Tips: bring comfortable shoes, sun protection, repellent and cash in guaraníes (the park doesn't accept cards or dollars).
ℹ️ Distance: A few kilometers from the center, in Presidente Franco (car, taxi or excursion) · Best time: Morning with good light; greater flow after rain · Admission: US$ 12 foreigners, US$ 9 Mercosur, Gs. 40,000 Paraguayan adults (Monday Adventure Park; cash only in guaraníes/reais — verified July 2026) · Duration: 1 to 2 hours

Friendship Bridge and Triple Frontier
The emblematic bridge linking Paraguay and Brazil over the Paraná River, symbol of the Triple Frontier.
The Friendship Bridge (International Friendship Bridge) is the icon of Ciudad del Este and of the Triple Frontier. Inaugurated in 1965, this bridge over the Paraná River links the Paraguayan city with Foz do Iguaçu, in Brazil, and is one of the busiest border crossings in South America, with thousands of people, shoppers, merchants and vehicles crossing daily. Seeing it and, eventually, crossing it, is an essential part of the region's experience. The Triple Frontier —the point where Paraguay, Brazil and Argentina meet, at the confluence of the Paraná and Iguazú rivers— is one of the most dynamic and multicultural areas on the continent. Each country has its city: Ciudad del Este (Paraguay), Foz do Iguaçu (Brazil) and Puerto Iguazú (Argentina). The Three Frontiers landmark, with its markers on each bank, is a symbolic point that many visitors seek out. From Ciudad del Este, crossing into Brazil gives access to the Iguazú Falls (Brazilian side), the Bird Park and Foz do Iguaçu itself; and from there you can continue to Argentina to see the falls from the Argentine side. The proximity of the three countries makes the region a unique destination, where in a few kilometers you change country, language and currency. Getting there: the bridge is at the city's edge; cross it on foot, by vehicle or transport. Best time: weekdays, avoiding the hours and dates of greatest congestion. Border tips: always carry your ID, find out about each country's immigration requirements, respect the purchase limits and check the situation at the crossing, which can get saturated. Cross allowing plenty of time.
ℹ️ Distance: City's edge, over the Paraná River (on foot, by vehicle or transport) · Best time: Weekdays, avoiding congestion hours and dates · Admission: Free (border crossing); immigration requirements by country (check before traveling) · Duration: Variable depending on the crossing and paperwork

Iguazú Falls (from the Triple Frontier)
One of the Seven Natural Wonders of the world, reachable by crossing into Brazil and/or Argentina from Ciudad del Este.
Although the Iguazú Falls are not on Paraguayan territory, they are one of the great reasons many travelers use Ciudad del Este as a base, since they're reached by crossing the Triple Frontier. These falls, formed by hundreds of drops of the Iguazú River deep in the jungle, are one of the Seven Natural Wonders of the world and an absolutely unmissable natural spectacle, shared between Brazil and Argentina. From Ciudad del Este you cross the Friendship Bridge into Foz do Iguaçu (Brazil) to visit the Iguaçu National Park (Brazilian side), which offers the widest panoramic view of the whole and walkways facing the imposing Devil's Throat. The 2025 admission for foreigners is around R$ 117 (approx. US$ 20), and R$ 105 for Mercosur visitors and Brazilian residents; under-6s don't pay. The ticket includes the park's internal bus. From Brazil (or directly) you can cross into Argentina to tour the Iguazú National Park (Argentine side), with its extensive walkways. Ideally, if time allows, see both sides, since they offer complementary perspectives of the falls. The region also has attractions like the Bird Park in Brazil. Visiting Iguazú requires planning for the border crossings and, depending on nationality, each country's requirements. Getting there: crossing into Brazil (Foz do Iguaçu) and/or Argentina (Puerto Iguazú) from Ciudad del Este; by car, taxi, excursion or transport. Best time: any time of year; the flow is greater after rain. Tips: bring ID and check immigration and customs requirements; allow time for the crossings. Seeing both sides, if you can, is well worth it.
ℹ️ Distance: Crossing into Foz do Iguaçu (Brazil) and/or Puerto Iguazú (Argentina) from Ciudad del Este · Best time: Year-round; greater flow after rain · Admission: Brazilian side: R$ 117 foreigners / R$ 105 Mercosur (2025, approx. US$ 18–20) · Duration: One day per side (ideally both sides)

Three Frontiers Monument (landmark) and Foz Bay
The symbolic point where Paraguay, Brazil and Argentina visually meet, at the confluence of the Paraná and Iguazú rivers.
The Three Frontiers Landmark (Hito Tres Fronteras) is the symbolic point —with an obelisk on each bank— where the Paraná and Iguazú rivers converge and where, looking toward the water, you can see at once the territories of Paraguay, Brazil and Argentina. It's one of the most photographed sites in the region and a place charged with meaning about the integration of the three countries. On the Paraguayan side, the landmark is in Ciudad del Este; from there you can appreciate the same meeting point as from the viewpoints of Foz do Iguaçu (Brazil) and Puerto Iguazú (Argentina), each with its own infrastructure and view. Sunset, with the light falling over the confluence of the rivers, is an especially beautiful moment for the classic Triple Frontier photo. It's a brief but symbolic visit, ideal for understanding at a glance the area's unique geography, and can be easily combined with the rest of the Ciudad del Este circuit. Getting there: on the Ciudad del Este waterfront, over the confluence of the rivers; reach it by car or taxi. Best time: sunset, for the light over the rivers. Tips: bring a charged camera or phone for the panoramic photo of the three countries; it's a short outing that adds a lot of symbolic value to the trip.
ℹ️ Distance: Ciudad del Este waterfront, confluence of the Paraná and Iguazú rivers · Best time: Sunset, for the light over the rivers · Admission: Free (public viewpoint) · Duration: 30 to 45 minutes
